The Regional Local Transport Plan (RNP) is a key instrument for local transport planning and is required under the Bavarian Local Public Transport Act. It sets out the strategic guidelines for the further development of local public transport within the regional transport network and forms the technical basis for decisions regarding the provision, quality and expansion of bus and rail services.
For the Munich regional transport area, the Munich Transport and Tariff Association (MVV) is responsible for drawing up and updating the RNP, insofar as it covers the Munich transport network. The Regional Local Transport Plan was first brought to the attention of the MVV shareholders on 29 November 2002 and has been regularly updated since then. Following updates in 2007, 2012 and 2018, the fourth update of the Regional Local Transport Plan was presented to the MVV shareholders on 17 July 2024.
The content of the RNP is based on the local public transport plans of the municipalities and provides a common framework for transport authorities, transport operators and other stakeholders. It provides clarity on how local public transport in the MVV area is to develop in the medium and long term in a way that meets demand, is efficient and sustainable. The update is being carried out in close consultation with the relevant authorities and transport association partners in order to take new requirements and developments into account.
Contents of the Regional Local Transport Plan
The Regional Local Transport Plan (RNP) covers all the key principles and objectives for the further development of local public transport in the MVV area. Its main contents include:

An overview and assessment of the existing transport infrastructure and the current service structure in bus and rail transport - Analysis of weaknesses and shortcomings
Systematic identification of bottlenecks, quality deficiencies and development needs - Forecast of future traffic volumes
Assessment of future demand as a basis for forward-looking and robust planning - Compilation of ongoing and planned projects
Overview of short-, medium- and long-term measures as well as relevant planning within the regional transport network - Definition of objectives and measures
Development of specific objectives and recommendations for action to ensure that local public transport is needs-based, efficient and sustainable
