Handover of the SPNV position paper to Minister Bernreiter

On 20 January 2026, the member districts and towns of the MVV submitted the second update of their regional rail transport position paper to Minister of State Bernreiter.

The paper highlights just how critical the situation in the rail sector has become: overburdened infrastructure in need of refurbishment, a high susceptibility to disruption and a massive modernisation backlog are jeopardising the long-term appeal of public transport. As the Munich rail hub forms the backbone of rail transport in southern Bavaria, the local authorities are calling for rail expansion to be consistently prioritised, as well as for the rapid further planning and implementation of the measures already defined.

The district and city representatives are also pressing for a state-municipal project group, a joint strategic plan with prioritised measures, and the rapid integration of the Munich Digital Rail Hub into the Digital Rail Germany initiative. Only through decisive and coordinated action can the performance of the rail network be restored and the opportunities offered by the Infrastructure Special Fund be effectively utilised.
